With reference to the letter from this Dept. of the 18th of April 1889, I am directed by Mr. Secretary to transmit to you to be laid before the Marquess of Lansdowne a copy of a despatch from the C.A. of Hong Kong on the subject of the emigration of Chinese coolies from that port to Mexico.
2. We should be glad to receive an expression of his Lordship's views on this matter at his early convenience.
